What are CC & R's? What is the purpose'?

CC & R's stands for Covenant, Conditions and Restrictions. They define and/or limit the rights of home ownership typically in planned unit developments.  An owner owns his living unit and the community owns the common areas such as entryways and perimeter fencing.

When are the board meetings? Where are they held?

The board meetings are held three times each year. The dates are posted on the web site home page.  The meetings start at 7:15 p.m. and are in the Hillsboro Senior/Recreation Center.

What are the annual association dues used for?

The dues will be used for a variety of expenses. These include maintenance of the common areas and wall on Evergreen and 15th Avenue, insurance for the HOA, attorney fees, accounting fees, signage, maintaining a bank account, a meeting room for the board meetings, office supplies and a management company.   Any violations not rectified can go so far as having liens, and sometimes lawsuits, against the owner and we need to be prepared for these situations.

My neighbor does not keep up his yard. The lawn is overgrown; there are weeds everywhere. The garbage cans are left in the front of the house. Sometimes there is a trailer parked in the lawn. What can be done?

These are ALL violations of the CC & R's.  Let the management company know the address of the violation. A violation letter will be sent out and a time frame set for the violation to be taken care of.  If this is not done, an attorney contacts them and a lien can be placed on the property for any fees incurred to correct the violation.

If you have old furniture or appliances that need to go, call Good Will or the Salvation Army.  Many times these places will pick-up your odds and ends for their better use.

Garbage and debris bins must be kept out of sight. This means behind a fence or in the garage where they are not seen from the front of the home.

I want to build a shed, green house, add a structure to my home or paint my house.  Why can't I just do it since I own the property?

See the CC & R's section 4.1.  You need to get approval from the Architectural Control Committee BEFORE beginning outside improvements.  Submit your plan in writing and we will review it at the following board meeting.  You need to plan ahead and give enough time for the review and any questions that might arise.  Don't forget, your structure may also need a permit and owners are responsible to contact the City of Hillsboro for verification.

Do the townhouse owners pay annual dues?

Yes, each Edgefield lot owner pays annual dues.
